On May 26, the National Energy Administration (NEA) convened the national on-site promotion conference on the "AI Plus Energy" initiative in Shenzhen. Wang Hongzhi, Secretary of the Party Leadership Group and Administrator of the NEA, attended and delivered a speech. Zhang Hu, Member of the Standing Committee of the Guangdong Provincial Party Committee and Executive Vice Governor, and Qin Weizhong, Deputy Secretary of the Shenzhen Municipal Party Committee and Mayor of Shenzhen, addressed the conference. Song Hongkun, Member of the Party Leadership Group and Deputy Administrator of the NEA, presided over the meeting.
At the conference, the NEA interpreted and arranged the implementation of the Action Plan for Promoting Two-way Empowerment between Artificial Intelligence and the Energy Sector and the Special Action Plan for Comprehensively Improving Power Supply Quality to Boost the Development of New Productive Forces (2026–2028). It also released the China AI Plus Energy Development Report 2026 and a roster of 51 high-value application scenarios for AI in the energy sector. Twenty-five energy enterprises signed the Initiative on Opening Up High-value AI Application Scenarios in the Energy Industry. Participants also visited on-site innovative practices integrating AI and energy developed by China Southern Power Grid Shenzhen Power Supply Bureau, CNOOC and Huawei.
The conference stressed that artificial intelligence serves as a key driver for building a powerful energy nation and fostering new productive forces in the energy sector. All parties shall fully implement the major decisions and arrangements of the Party Central Committee and the State Council, seize strategic opportunities amid global AI development, further open up AI application scenarios in the energy field, strive to make breakthroughs in core key technologies, and advance efficient coordination between computing power and power supply. Efforts will be made to foster a sound environment featuring joint ecosystem development, resource sharing, co-creation of value and win-win cooperation, so as to build a new landscape of integrated development with mutual empowerment between artificial intelligence and the energy industry.
Liu Deshun, Chief Engineer of the NEA, as well as officials from relevant departments of the National Development and Reform Commission, National Data Administration, Chinese Academy of Sciences and the NEA, heads of energy authorities across provinces, autonomous regions, municipalities directly under the Central Government and the Xinjiang Production and Construction Corps, and representatives of relevant energy enterprises, AI firms and industrial institutions attended the conference.

会议强调，人工智能是建设能源强国、发展能源新质生产力的重要引擎，要深入贯彻落实党中央、国务院重大决策部署，抢抓全球人工智能发展战略机遇，持续深化能源应用场景开放，着力突破关键核心技术，促进算力电力高效协同，积极营造生态共建、资源共享、价值共创、未来共赢的良好氛围，推动形成人工智能和能源双向赋能、融合发展新格局。
