Beijing, May 8 (Xinhua) — Reporters learned on May 8 that to implement the Guidelines on Further Advancing the "AI Plus" Initiative, the Cyberspace Administration of China, the National Development and Reform Commission and the Ministry of Industry and Information Technology have jointly issued the Implementation Opinions on Standardized Application and Innovative Development of AI Agents.
The document clarifies that the development of AI agents shall follow the basic principles of security and controllability, standardized and orderly operation, innovation-driven progress and application-oriented advancement.
An official from the Cyberspace Administration of China stated that in recent years, various AI agent products including mobile assistants, terminal smart stewards and cloud-based intelligent agents have sprung up rapidly and achieved large-scale application, greatly facilitating people’s work and daily life.
Meanwhile, given their high autonomy and high operational privileges, such agents also bring potential security risks such as privacy leakage, unauthorized operations and out-of-control behaviors. It is essential to balance development and security so as to advance the standardized application and sound innovative growth of AI agents.
Guided by goals of boosting technological innovation, improving governance capacity, fostering industrial ecosystems and enhancing public wellbeing, the document aims to create a favorable policy environment, leverage the exemplary role of typical application scenarios, and coordinate efforts to realize high-quality development, high-level security and efficient governance of the AI agent industry.
Four major sets of measures are specified in the document:
First, consolidate foundational strengths by improving underlying technological architecture and unifying relevant standards and protocols.
Second, firmly uphold security bottom lines by defining product specifications, guarding against potential safety hazards, optimizing governance mechanisms and strengthening industrial self-regulation.
Third, prioritize practical application by putting forward 19 typical application scenarios covering scientific research, industrial upgrading, consumption stimulation, public wellbeing and social governance.
Fourth, build a sound innovation ecosystem to facilitate industrial cooperation and accelerate the popularization of relevant applications.

国家网信办有关负责同志表示，近年来，以手机助手、终端智能管家、云端智能体等为代表的智能体产品加速涌现，呈现规模化应用态势，极大便利人们工作生活。同时，智能体高自主性、高权限等特性也带来了隐私泄露、越权操作、行为失控等安全风险，需要统筹发展与安全，促进智能体规范应用和创新发展。意见以推动科技创新、提升治理能力、构建产业生态、提升民生福祉为导向，营造良好政策环境，发挥典型场景示范效应，统筹推动智能体高质量发展、高水平安全、高效能治理。
意见提出了4方面举措：一是夯实发展基础，完善技术底座，构建标准协议。二是守牢安全底线，明确产品准则，防范安全风险，完善治理体系，强化行业自律。三是强化应用牵引，围绕科学研究、产业发展、提振消费、民生福祉、社会治理等方向，提出19个典型应用场景。四是建设创新生态，促进产业合作，强化应用推广。
