Shanghai’s ICT Sector Maps Out "Agent-as-a-Service" Strategy

Marking World Telecommunication and Information Society Day, the Shanghai Municipal Bureau of Communications has recently issued the Initiative on Accelerating the Development of an Intelligent Agent Matrix in Shanghai’s Information and Communications Industry. This marks China’s first systematic initiative to pioneer Agent-as-a-Service (AaaS). Under this model, government and corporate entities can access intelligent network capabilities instantly via one-click deployment and pay on a usage basis, eliminating the need for in-house development and independent R&D, and realizing inclusive access to universal intelligent network services.
Back in February 2026, the bureau released the Smart Network Shanghai Action Plan (2026-2028) for empowering local ICT networks with artificial intelligence. The plan sets a goal to initially establish an intelligent system for Shanghai’s information and communications networks by the end of 2028, building modern communication infrastructure and making Shanghai the first city nationwide to attain Level 4 high-level autonomous network standards defined by the International Organization for Standardization.
It also targets 5 million users for the new-generation converged calling service integrated with voice, video and AI functions by 2028. Large-scale connectivity will be achieved for intelligent terminals including AI cloud phones, AI cloud desktops, AI smart glasses, 5G-A in-vehicle devices and 5G-A embodied robots.
To deliver these goals, the initiative outlines key priorities:
Set new benchmarks for basic network agents, pushing forward full-process intelligent upgrading covering network planning, construction, intelligent operation and maintenance, performance optimization, energy conservation, user experience assurance and security protection.
Establish a new model of service-oriented agents, integrating AI-powered customer service, fault diagnosis, service package recommendation and quality supervision, and advancing the deployment of intelligent agents for consultation, complaint handling and service appeals.
Consolidate the foundational framework of security-oriented agents, accurately identify hidden risks amid complex network environments, and help enterprises build more resilient and intelligent cybersecurity defense systems.
Foster a sound ecosystem for industrial intelligent agents, accelerate their large-scale adoption, and achieve breakthroughs in intelligent scenarios covering R&D design, production and manufacturing, as well as business management. By offering standardized functional components and customized development services, the initiative aims to comprehensively boost the intelligent resilience of local industries.

  今天是一年一度的世界电信日。在上海市通信管理局的主导下,《上海信息通信业加快构建“智能体矩阵”倡议书》于近日发布,这是上海信息通信业在全国首次系统性谋划“智能体即服务”的创新实践,政企单位不用自建、不用研发、一键调用、按量使用,实现网络智能能力的普惠开放。

  今年2月,上海市通信管理局发布《人工智能赋能上海信息通信网络“智网上海”行动计划(2026—2028年)》,提出到2028年底,上海信息通信网络智能化体系初步形成,建设现代化信息通信网络,在全国率先达到国际标准化组织定义的L4高阶自智网络水平。行动计划提出,到2028年上海融合语音、视频、AI能力的“新通话”用户数力争达500万,AI云手机、AI云电脑、AI眼镜、5G-A车载终端、5G-A具身机器人等智能终端实现规模化接入。

  为实现这一目标,倡议书的内容还包括:打造“基础网络智能体”新标杆,力争实现从规划建设、智能运维、性能调优、绿色节能、用户体验保障到安全防护的全环节智能化突破;构建“服务智能体”新范式,整合AI客服、服务排障、套餐推荐、质量监督等智能服务能力,推进“投申诉智能体”建设;夯实“安全智能体”新底座,精准挖掘复杂网络环境中的深层潜在风险,助力企业完善智能韧性的网络安全防护能力建设;培育“工业智能体”新生态,加快培育“工业智能体”应用,重点突破研发设计、生产制造、经营管理等关键环节的智能化应用场景,通过提供标准化能力组件与定制化开发服务,全面提升产业智能韧性。
